Victoria man arrested for Attempted Kidnapping
VICTORIA, Texas–A statement from Victoria Police states that a Victoria man was arrested for the charge of Attempted Kidnapping.
A traffic stop was effected at approximately 4:22 p.m. on Friday, in the 700 block of South Moody Street. VPD Detectives, along with assistance from patrol, executed an indictment warrant on 30 year old, Victoria resident Justine Laray Villarreal for the charge of Attempted Kidnapping, a third degree felony. Villarreal remains in custody at the Victoria County Sheriff’s Office on a $100,000 bond.
After preliminary investigation, information was obtained that the suspect’s vehicle in addition to being near Patti Welder Middle School may have also driven through the surrounding neighborhoods.
The suspect’s vehicle is described as a Silver Chevy Impala 2000 to 2005 type body style with tinted windows and black molding down the side and back bumper. Actual image of the suspect’s vehicle below.
The suspect is described as a possibly light complected Hispanic or Black male, late 30’s to 40 years of age. He is believed to have medium length dark brown hair with possible dreadlocks.
Victoria Police are asking residents that live in the proximity of Patti Welder and any other junior high schools to check your surveillance camera on Thursday, December 5th between the hours of 7:45 a.m. to 9:00 a.m. to see if you may have captured the suspect’s vehicle.
Residents may have seen an increase in patrol presence this morning. Officers will continue to patrol all junior high and elementary schools throughout the investigation.

Below is a statement from VPD on the day of the attempted kidnapping.
The Victoria Police Department is aware of a situation which occurred today at approximately 8:34 AM near Patti Welder Middle School involving a 12 year old girl who was approached by an unknown Hispanic male in a grey car. The subject followed the girl and told her to get inside of his vehicle.
We commend an observant citizen who saw what was happening and sensed the distress in the young lady. He immediately assisted the young lady by getting her away from the situation and was able to call 911 for assistance.
VPD Detectives are pursuing solid leads, interviewing witnesses, and diligently working to identify the person responsible for this.
We are asking that anyone who has been in any similar situation recently to contact VPD at 361-485-3730 with that information.
