Community-based foster care expands in South Texas; Belong launches services in 27 counties

TEXAS – On Wednesday, Oct. 27, the State of Texas announced the next leap forward toward expansion of Community-Based Care (CBC). Belong — a division of SJRC Texas — will begin serving foster children and their families. It is the first private foster care contractor for 27 counties surrounding Bexar County.

“This is an exciting step for South Texas as we continue to expand CBC statewide,” said Trisha Thomas, Director of the Office of CBC Transition. “Every child in foster care is as unique as the community to which they belong. With the support and oversight of the State, communities are best situated to provide their children with the housing, care and treatment they need while maintaining their ties to home and family.”

Belong became the fourth CBC contractor in Texas, with four more contracts in the planning stages. Texas continues to pursue CBC implementation in all 254 counties.

Traditionally, when a judge orders a child placed in foster care, Child Protective Services (CPS) is responsible for locating a foster home or other living arrangement for that child. They also are responsible for ensuring adequate capacity for other foster children.

In the CBC model, Belong, rather than CPS, will find foster homes and other suitable living arrangements for foster children and youth in the 27-county area.

In coordination with CPS, Belong has had a six-month start-up/transition period to prepare for the launch.

SJRC Texas has been a foster care provider in Texas for about 40 years. Currently, it is operating a residential operation, child placing agency and prevention programs. Offices are located in San Antonio, Bulverde and New Braunfels.
