Julie Fulgham Promoted to Director of Development Services

(Victoria, TX) – Julie Fulgham was promoted to Director of Development Services, effective July 29, 2017. Julie served as the Assistant Director of Development Services since 2014. Julie was promoted to the position following the retirement of Jared Mayfield earlier this year.

“I am excited to have Julie as part of the City’s leadership team,” said City Manager Charmelle Garrett. “I know that with her experience and knowledge of Victoria, she will continue working with developers and local businesses to make Victoria a great place to do business”.

“Julie has the ability to deal with short term challenges, but is a visionary manager who understands that the City’s actions and regulations have a long-term impact on its citizens and businesses,” Garrett added.

As Director, Julie will manage the Development Services Department, which is comprised of the Development and Permitting Center, Planning Services Division, Code Enforcement Division, Geographic Information Systems (GIS) Division and the Victoria Metropolitan Planning Organization (MPO). She will also serve as the liaison with the Planning Commission, Board of Adjustments and Appeals, and the Building Standards Commission. Julie will continue to work on the recently completed comprehensive plan – Plan 2035 – which plans the future development of the City.

“Julie is originally from Victoria,” said John Kaminski, Assistant City Manager who served for 24 years as the director of Victoria’s Development Services department. “Her 12 years of professional planning experience combined with her familiarity with the community make her uniquely qualified to be Victoria’s next Development Services Director.”

“I have worked closely with Julie during this 6 or 7-month interim period in Development Services, and I am confident that she will perform well in her new role,” Kaminski added.

Prior to coming to Victoria, Julie had ten years of development services experience. She was the Director of Development Services for the City of Brenham for 2.5 years and had development services experience for the City of Bryan, Texas and San Angelo, Texas.

Julie graduated from Texas State University with a Bachelor of Science degree in Urban and Regional Planning. She is a Certified Planner belonging to the American Institute of Certified Planners and a member of the American Planning Association.
