Bay City PD searching for man involved in shooting

On Tuesday, January 3, 2017 at 6:47 p.m. officers were dispatched to 3400 Avenue F, Fuel Depot, in reference to an assault.

Officers were told a man had been shot.

Upon arrival, officers made contact with the victim identified as Joseph Carl-Lee Farrow.

Farrow was laying in front of the convenience store near the gas pumps.

He had sustained a single gunshot wound to the upper abdomen. Officers blocked off the perimeter securing the crime scene.

Detectives were called to the scene while Farrow was rushed to Matagorda Regional Hospital by EMS.

Shortly after arriving at the hospital, Farrow was Life Flighted to Memorial Herman Hospital.

Detectives continued their investigation. They were able to obtain footage from the convenience store.

It appeared that Farrow and the suspect were involved in a verbal altercation. The suspect then pulled out a gun and shot the victim.

The suspect was identified as Cardell Monroe. Detectives were able to obtain a warrant for Monroe for Aggravated Assault with a Deadly Weapon.

Detectives are asking if anyone has any information on the whereabouts of Monroe to please call 245-8500 and speak with Detective Armondo Galvan.

At last check, Farrow was still in critical condition.
