Bloomington, TX (KAVU) - "Our whole street was light up by the policeman, fire truck, and ambulance," Yvonne Gallegos said.

The scene that Gallegos is describing is of Wednesday night's event when one of her neighbor's shot another relative.

Gallegos said neighbors were panicked and didn't know what to think of the situation.

"It was very scary, very scary. My heart goes out to them.  We were praying for them because obviously he didn't make it," Gallegos said.

According to officials with the Victoria County Sheriff's Office, they received a call about a disturbance.  When they arrived, they found out that 17 year old Richard Deleon had been shot and killed by his sister, Janie Clay.

Tibo Robles lives a couple houses down from where the shooting happened.

He's lived their for almost 16 years and said he was surprised something of this magnitude could happen so close to him, especially since the neighborhood isn't a bad one.

"This has been a very quiet neighborhood. I have lived here since 1996, and so far nobody killed or shot down this block that I know of.  All over town we haven't really had bad things happen so it hits kind of close to home for me," Robles said.

Gallegos said the family was quiet and kept to themselves and didn't notice anything out of the ordinary during the day.

She said she can't imagine what the family is going through

"Sad, just very sad. He was so young, very very sad. When I told my family we were just praying," Gallegos said.

Clay has been arrested and charged with murder. Her bond is set at $75,000. As for what led up to the shooting, it's something investigators are still trying to determine.
